the initial response was favorable. The project engineer also suggested that' the addition of the <br />guardrail might be undertaken as a maintenance project prior to the 1999 construction project. No <br />action is required by Council. .. <br /> <br />4) Receive 1997 Anoka County Five-Year Highway Improvement Plan <br /> <br />City Engineer Jankowski presented the 1997 Anoka 'County Five-Year Highway Improvement <br />Plan for Council's review. No action is necessary. <br /> <br />5) 'Consider Policy Regarding Transportation Impact Fees <br /> <br />City Engineer Jankowski stated that on March 12, 1996, the City Council passed legislation <br />instituting a Transportation Impact Fee to be collected .from new developments .at both subdivision <br />platting and issuance of building permits. It was suggested by Council that a. policy outlining the <br />use of funds collected from the fee be established. The Road and Bridge Committee were <br />presented with a draft policy at their April 9, 1996 meeting. They reviewed the policy and <br />expressed some reservations over the use of impact fee funds for the construction of trails. Staff <br />suggested consideration be given to different levels of trail eligibility. He. summarized four options <br />relative to trail eligibility. The Road and Bridge Committee is recommending adopting the draft <br />policy excluding allowing trails to be constructed, <br /> <br />Mayor Hardin questioned eliminating trails completely. <br /> <br />Councilmember Beyer responded it would eliminate trails being funded by the Transportation <br />Impact Fee. <br /> <br />Mayor Hardin expressed concern about trails along Highway #47. <br /> <br />Councilmember Beyer responded that the trails can be put in but they cannot be paid for with <br />Transportation Impact Fee mones,. <br /> <br />Mayor Hardin suggested it would seem that the Transportation Impact Fee could be used for these <br />trails as well. <br /> <br />Councilmember Beyer stated that the feeling is that when the initial discussion was brought to us it <br />was because of additional traffic on T.H. #47 and the need for signalization. At no time was there <br />any discussion of these fees being used for construction of trails. We felt we have by far more <br />serious issues to consider than trails right now. <br /> <br />Mayor Hardin understood the need for dollars on T.H. #47 but part of it is to move pedestrian <br />travel as well. He felt we should leave the trail option open. <br /> <br />Councilmember Beyer argued that this policy could be amended to include trails but we feel there <br />are more serious issues than trails. <br /> <br />Mayor Hardin expressed concern about people traveling along T.H. #47 by bicycle or on foot. He <br />suggested prioritizing trail needs. <br /> <br />Counciimember Peterson expressed agreement with the need for trails. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Hardin to adopt the Transportation <br />Impact Fee Policy with the inclusion of trails along the State, County and City MSA <br />Thoroughfares. <br /> <br />City Council/May 14, 1996 <br /> Page 10 of 12 <br /> <br /> <br />
