Voting No: None. <br /> <br />Case #13: Report from Road and Bridge Committee <br /> <br />1) Consider Applying to MnDOT fOr 1997 Local Initiative Program for the <br /> Construction of HighwaY Improvements on T.H. #47 between 142nd <br /> Avenue and C.S.A.H. #5 <br /> <br />City Engineer Jankowski reported that the Road and Bridge reviewed a summary of projected <br />improvements to T.H. #47 between 142nd Avenue and C.S.A.H. #5. The City will be <br />constructing some improvements as well as the State and the County. We are looking at projects <br />that would realign C.S.A.H. #5 with T.H. #47, the signalization of 142nd, and possible <br />signalization of C.R. #5 and four lanes of traffic~ Mr. Jankowski had asked the consultants to give <br />him a schedule of the costs and also the time table. The deadline to be considered for Fiscal year <br />1998 is by the end of December 1996. The projects would have to be defined as well as the <br />participation planned. SRF has given us a schedule of October and an approximate cost of <br />$25,000. Approximately $10,000 involves basic plan preparation that could be scaled back. <br />Some of that work would be done anyway. The Road and Bridge Committee asked staff to bring <br />this back with a list of funding sources and also to invite the consultants to attend the meeting. No <br />action is required by Council. <br /> <br />2) Consider Adoption of Revised SnOw Removal and Ice Control Policy <br /> <br />City Engineer Jankowski stated that the Snow Removal and Ice Control Policy have been revised <br />and the Road and Bridge Committee reviewed the changes. Council has also had a chance to <br />review the draft and no comments were made. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt the <br />revised Snow Removal and Ice Control Policy. <br /> <br />Motion carried. Voting No: None. <br /> <br />3) Update on T.H. #47 Safety Improvement Project <br /> <br />City Engineer Jankowski pointed out that, in March, he presented a summary of improvements <br />currently proposed by MnDOT for construction in 1999. Some of the improvements include <br />replacing the existing bridges at Trott and Ford Brooks, adding turn and bypass lanes to all <br />intersections without them (the exception would be 177th Avenue), and milling and overlaying <br />T.H. #47 with a new bituminous mat. Also, the property owner located on the sharp curve <br />between 164th and 160th Lanes approached Mr. Jankowski and indicated his interest in selling <br />property to MnDOT to flatten this curve. The project engineer has reviewed the alignment. He <br />reports that the horizontal curve could be flattened out to a 60 MPH design curve by realigning <br />approximately 700 feet of roadway. However, the speed limit, which has an advisory limit of 45 <br />MI'H, could not be increased because the vertical alignment, which determines safe sight distance <br />in this instance, would still be substandard from a 60 MPH design speed. To adjust the vertical <br />grades to meet this standard would require construction along 1,600 feet of roadway which is <br />significantly greater than the parcel offered for sale could provide. In addition, a project of this <br />expanded scope would entail a considerable amount of etu'thwork and driveway grade adjustment. <br />This proposal was deemed to be too large of scope to be feasibly included in this project. The <br />project engineer has suggested that improvement to the existing conditions could be made by <br />adding guardrail to the west side of the roadway, and by adding some superelevation to the curve <br />as a part of the milling and overlay project.
