Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Zimmerman, Beyer and
Peterson. Voting No: None.

Case #9: Award Contract for Improvement Project g94-16 Sunwood Drive East

City Engineer Jankowski stated that Improvement Project g94-16 involves the construction of
Sunwood Drive from its current terminus in the Wood Pond Hills subdivision to Sunfish Lake
Boulevard. This project includes the construction of 0.9 miles of roadway, a bridge, and sanitary
sewer and watermain. The low bidder for the project is Ryan Contracting Inc. and staff is
recommending awarding the contract to them contingent upon obtaining acquisition of the final
piece of property necessary for the construction of this roadway from Ben Deemer.

Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt
Resolution #96-05-121 awarding Improvement Project #94-16 to Ryan Contracting Inc. in the
amount of $952,945.86.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen and
Peterson. Voting No: None.

Case #10: Disposition of Property - Sunwood Drive

This case title was a replication of Case #6. Further discussion was not necessary.

Case #11: Request for Sketch Plan Approval of Old School House
Addition; Case of City of Ramsey

No. 28

Zoning Administrator Frolik reported that the City is in the process of platting the former public
works site into two parcels to accommodate the existing old school house/town hall and a
previously approved bank facility. The property is B-1 Business and both of the lots meet the 1/2
acre minimum lot size. The minimum lot depth is 150 feet and both of the lots meet that
requirement. The lots front on T.H. #47 but will receive access from a private road extension off
of 142nd Avenue NW. At the time the site plan for the bank was reviewed, MnDOT stated a need
for an additional 12 feet of right-of-way along T.H. #47 to create a 45 foot wide right-of-way on
the west side of the centerline. The proposed plat accommodates that additional right-of-way. In
addition, the site plan review for the bank revealed that 142nd Avenue NW crossed the northwest
corner of the subject property and that segment of the street was not officially dedicated as a public
street. The proposed plat also corrects that situation.

Motion by Councilmember Peterson and seconded by Councilmember Beahen to adopt Resolution
#96-05-122 granting final plat approval to Old School House No. 28 Addition.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson and Beahen. Voting No:
Councilmembers Beyer and Zimmerman.

Case #12: Charter Commission Appointment

Administrative Services Manager Waite Smith informed Council that the Charter Commission
interviewed Ms. Susan Anderson for the vacancy and they are recommending she be appointed to
the Commission.

Motion by Councilmember Beyer and seconded by Councilmember Peterson to recommend to the
Chief Judge of the Tenth Judicial District, the appointment of Susan E. Anderson to the City of
Ramsey to the City of Ramsey Home Rule Charier Commission for four-year term.

City Council/May 14, 1996
