Case #3:

Adopt Proposed Ordinance to Amend Chapter 5 of the Ramsey City
Code Regarding the Definition of Junk Vehicle

Zoning Administrator Frolik stated that this ordinance was introduced at the last meeting. It
eliminates the opportunity for persons to put current tabs on inoperable junk vehicles in their yard.

Councilmember Beyer inquired about the individual who is restoring vehicle that will run in the
future.

Ms. Frolik stated that the next ordinance wot, ld prevent them from storing them outside until it's
operable.

Motion by Councilmember Peterson and seconded by Mayor Hardin to adopt Ordinance #96-11
amending Chapter 5 of the Ramsey City Code regarding the definition of junk vehicle.

A roll call vote was performed by the Recording SecretaI3,:
Councilmember Zimmemmn aye
Councihnember Peterson aye
Mayor Hardin aye
Councilmember Beyer nay
Councilmember Beahen absent

Motion carried.

Bob Tomaszewski, 15645 Yakima Street NW, Ramsey, stated that when the two ordinances were
lumped together, the date for compliance wets November 1997, now it's moved to 30 days as of
the date of execution. Will this be on a complaint basis and will it be enforced by the Planning
Commission.

Mayor Hardin replied it would be enforced by City staff.

Mr. Tomaszewski stated that so many vehicles fall under this. He questioned how this will be
done in a fair and equitable manner and asked that he be treated equal to everyone in the City.

Case #4:

Adopt Proposed Ordinance to Amend Chapter 9 of the Ramsey City
Code Regarding Parking and Storing Vehicles and Equipment in
Residential Districls

Zoning Administrator Frolik stated that this ordinance establishes the regulations for pm'king and
storing personal and recreational vehicles. It, too, was introduced at the last Council meeting.

Don Dehn, 5175 - 157th Lane NW, Ramsey, expressed support of passing this ordinance.

Arnie Hendriksen, representing Minnegasco, stated that they have 11 vehicles that residents of
Ramsey take home; ten of these vehicles tu'e service vans. Taking the vehicles home are an
advantage for the employee and also Minnegasco. He understood the ordinance to say if an
individual drives a vehicle home, they would have to have it screened or garaged and/or put a
surface down to park that vehicle on. Some of the service technicians have contacted him about
this screening and they would like to leave that vehicle in the yard; thereby, allowing them to be
ready for an emergency situation should it arise. He added that the vans am in good shape - they
are not an eye sore.

City Council/June 25, 1996
