overhead expenses the City assesses is at 35% over and the actual difference between what you <br />pay and what you actually collect is $2,500. He stated that Mr. Jankowski has told him that the <br />City has done between $5 and 10 million of sewer and water projects in the last 10 years and there <br />are currently over $50,000 in projects done this summer. The true reason this shows up in the <br />budget has more to do with political reasons than budget reasons. He urged Council not to assess <br />the citizens of Ramsey $79,000 for political reasons. Ms. Hart responded that this $79,000 could <br />be used at the City Council's discretion. This is anticipating the fact that we may need to recover <br />this amount. This is not the final levy - that will be based on discussion. Mr. Hendriksen stated <br />that staff has itemized it as a levy to do with the Haubrich Addition. He wanted to point out that he <br />feels $79,000 is not justified because the tree loss of revenue and actual out of pocket cost and <br />amount that can be assessed is closer to $2,500. Ms. Hart stated to Mr. Hendriksen that we are <br />working on actual payoffs, you are working off of a feasibility study. Mr. Hendriksen stated that <br />the City Engineer's budget suggests that out of pocket costs will amount to approximately $2,500 <br />and he would hope it could be taken out of the $250,000 to $500,000 that the City has collected. <br />Mr. Schroeder stated that the assessment hearing for this project is the first meeting in October. <br />After that, Council will have figured out how to fund it. This is stated because this is a unique <br />experience. That has not occurred here before. The project was set up with revenue sources and <br />that revenue is no longer available, the opportunity to collect revenue is limited. City Council has <br />not determined which to use. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen and Peterson. <br />Voting No: None. Absent: Councilmember Beyer. <br /> <br />Case #2: <br /> <br />Pay Estimate for Fifth and Final Partial Pay for Improvement Project <br />#95-13 (Ramsey Elementary School Sanitary Sewer and Watermain <br />Extension) and Improvement Project #95-14 (Municipal Sanitary <br />Sewer and Water Extension to Haubrich Addition) <br /> <br />City Engineer Jankowski explained that, although pay estimates are routinely placed on the <br />Consent Agenda, it was anticipated that some Councilmembers may wish to reaffn'm their <br />opposition to the project. He stated that the City has entered into a contractual agreement for this <br />work and is obligated to issue payment in compliance with the terms of the contract. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Peterson to adopt Resolution <br />g96-09-254 approving the fifth and final payment to Barbarossa and Sons, Inc. for Improvement <br />Project g95-13 (Ramsey Elementary School sanitary sewer and watermaln extension) and <br />Improvement Project g95-14 (Municipal sanitary sewer and water extension to Haubrich <br />Addition). <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen and Peterson. Voting No: <br />Councilmember Zimmerman (expressed being in favor of the school project but not the Haubrich <br />project). Absent: CouncilmemberBeyer. <br /> <br />Case #3: Request for Site Plan Approval; Case of Casey's General Stores, <br /> Inc. <br /> <br />Zoning Administrator Frolik stated that Casey's General Stores, Inc. has submitted a site plan for <br />the development of a 2,720 square foot convenience store on Lot 1, Block 4, Sunfish Square. The <br />facility is proposed to have one access from Industry Avenue and one access from Sunfish Lake <br />Boulevard. The access on Sunfish Lake Boulevard has been aligned with the access to Ramsey <br />Athletic Club on the west side of Sunfish Lake Boulevard. Anoka County recommends no access <br />onto County Road #116. The City Engineer recommends retaining it in the plan but relocating it to <br />the eastern property line to minimize interference with a future right turn lane on #116.
