Kathy Huber, 17061 Bison Street NW, Ramsey: We have had problems with kids speeding, etc.,
but they have grown up some. It does not seem to be happening anymore.

Randy Keyser, 16967 Bison Street NW, Ramsey: Speed - that should be left up to the police to
patrol. We should not be hashing this out. I have probably done it a few times myself, but I do
not cry about speeders. There's other issues here. I will not let my kids go in front of his
(Dusbabek) house - he is unstable. My kids are going over to do scout things at a neighbors and
County Road #63 is dangerous for them to be on. If anything happens, you (City) will be held
liable.

Stephen Gryz, 7830 - 168th Lane NW, Ramsey: I purchased my property under the assumption
that it would stay a cul-de-sac. I want it to remain a cul-de-sac. My concern is if the City allows
the street to be closed, in the future, you may start a petition to make this street into a through
street. We do not want that. That street (171st) was here. I cannot understand why the City
closed 171 st Avenue.

Chris Hampton, 17080 Bison Street NW, Ramsey: I agree with the cul-de-sac people. I bought
property on a dead end street. I do not care if 171st is open or closed. I do not use that street and
have not for years because it's an issue; I go around. I prefer not to have it paved and not to have
it opened. I already have part of my frontage paved but was not allowed a voice in it.

Larry Gray, 16941 Zeolite Street NW, Ramsey: I live in the house on the curve. If you do not do
something with the traffic - without the barricade up - you cannot have any children playing out
because of the traffic. I can see a great deal of improvement of traffic with the barricade up. My
concern is the speed. I do not know the neighbors that well but if you keep that road closed - it's a
positive for that area - if not - you should put some speed bumps in. Why don't the police sit there
and radar that area. It's a cut-across. You could give a lot of tickets out a day in that area. Put
some bumps up and stop that speed. I do not know how Hogan's walk that road. I don't know
how kids have not gotten killed in that area.

Renee Newman, 16830 Yolite Street NW, Ramsey: I am at the bottom of 168th. When we
bought our place, no development was around. We have had to deal with progress - we deal with
increased traffic. The road closed is an eyesore. He (Dusbabek) should deal with progress. The
school bus had to go a different way. There are so many more important issues in Ramsey to deal
with than closing the road in this tiny strip. We should deal with speed - 171st is not a problem to
the neighbors.

Tim Dusbabek, 7821 - 171st Avenue NW, Ramsey: read a prepared statement. Such statement is
incorporated in the minutes as Exhibit "A". He also presented the Recording Secretary with a
petition to keep 171st closed to through traffic and to connect 171st to Bison Street with a paved
bicycle path. Such petition is incorporated in the minutes as Exhibit "B". Some things are being
done in spite. As far as character - a lot of you know me in this room. Look at me, who I am,
even if you do not know me.

Chris Lamprecht, 17060 Bison Street NW, Ramsey: (to Dusbabek) Your main concern is safety
of children - what if our children have friends on the other side - how will they get there?

Tim Dusbabek, 7821 - 171st Avenue NW, Ramsey: On the tarred path.

Chris Lamprecht, 17060 Bison Street NW, Ramsey: (to Dusbabek) How about the emergency
vehicles?

Bison/171 st Neighborhood Meeting/September 11, 1996
Page 3 of 8
