Tim Dusbabek, 7821 - 171st Avenue NW, Ramsey: The path would be of one-vehicle width for
emergency vehicles.

Chris Lamprecht, 17060 Bison Street NW, Ramsey: (to Council) You called this special meeting
to re-open 171st - why wasn't it called for input before you closed it? What will be done with the
property of the road after it's closed - who gets possession of it? I would not want to send my
kids past his (Dusbabek) house after I have heard some of the stories. I have never had a problem
with the guy (Dusbabek) but I have heard enough stories so I could not trust him.

Tim Dusbabek, 7821 - 171st Avenue NW, Ramsey: Who from?

Chris Lamprecht, 17060 Bison Street NW, Ramsey: From the people who have come to the
Council meetings. You (Dusbabek) have been a thom in everyone's side.

Renee Newman, 16830 Yolite Street NW, Ramsey: Safety of neighborhood kids - if City Council
closes 171st that easy - then I would like to close 168th by us. If it's that easy, let's close it. We
have 13 kids there.

Bob King, 8030 - 171st Lane NW, Ramsey: Thank you for finally paving Bison. I took a straw
poll of people in Dellwood Estates - they are happy and concur with this. No one uses 171st
anymore. Once this was paved, there were 11 cars that stopped using it. This is sad seeing
neighborhoods destroyed. You need to look into yourself and take stock to see what's happening
here. This is America. I do not understand it. I feel the solution is speed bumps. They slow
people down. You need to put in some really big speed bumps - they really work - I see no reason
to close 171st - no reason to pay more taxes to have it closed. Calm down - put in speed bumps -
go home and have a beer.

Becky: I am afraid to tell these people where I live. We have lost our mail box six times, there is
damage to our trees, yard, home, etc. I do not know the number of people who drive on 171st. I
am appalled for the kids - they are in danger because of speeding cars. This is a matter of your
neighborhood. We need to respect each other. I live by these people (Dusbabek's). I have never
seen these people harass anyone. I feel polling our amount of traffic should be from 5:00 a.m. to
9:00 a.m. I do not know why people cannot respect each other.

Chris Lamprecht, 17060 Bison Street NW, Ramsey: Maybe lower the speed limit and patrol the
roads. I have been there for four years and saw a police officer twice.

Resident, 169th and Zeolite: Speed is the issue - not closing roads.

Mayor Hardin: We are dealing with speeding. The Road and Bridge Committee is meeting on
these issues. We are looking at identifying certain areas with excessive speeding. We are looking
at signs that clock speed, we are looking at a number of different things. We are setting up a
priority list and try to deal with each individual area. If you are experiencing problems with
speeders, you need to let the police department know and the City Administrator and the City
Engineer. If there is an area that's a consistent problem, we need to know about that.

City Engineer Jankowski: Speed is not something that just occurs in your neighborhood. I have
had requests for speed humps. It's a real issue but it's throughout the City. There are some things
that are effective dealing with speeds. Enforcement is an effective tool for speeds but that lasts
only a few days beyond the presence. Given the number of streets and the number of officers, it's
not possible to put an officer out on a regular basis. Speed humps are effective at reducing speeds.
We have a limited experience (two years). We had an 85th percentile going the slower speed.
That percentile is used to set speed limits. Nonetheless, there was still an individual that came
through at 53 mph. So that does not ensure the slow speed. We have been sending interns out to

Bison/171st Neighborhood Meeting/September 11, 1996
Page 4 of 8
