recommendation was based on the fact that the restriction in City Code is aimed at billboards <br />advertising products generally; that an off-site sign advertising a Ramsey business is appropriate. <br /> <br />Wayne Bidwell stated that they have made this request because the sign they are trying to replace <br />was in for 19 years. "We need this identification to signify our business because we are most <br />easily recognizable as the bowling alley behind the adult bookstore." He added that they have <br />cleaned up the area a lot. Because they are next to a nice residential area, they want to maintain a <br />good neighbor image, but there is a real need for identification. He talked with other industrial <br />businesses in the area and received no negative comment about the sign. He added that it would be <br />a nice sign. <br /> <br />Councilmember Peterson inquired about the possibility of putting up a registry sign which would <br />indicate which businesses are located in the area. We would then have a uniform sign. He stated <br />he would have difficulty voting for off-site signs but he would encourage staff to work with the <br />businesses in the area. <br /> <br />Mr. Schroeder reported that in the Economic Development Commission's budget, there's an <br />amount of money that could be used. The EDC has been talking about this type of thing for about <br />three to four years at least. The budget for signs like this would be in the neighborhood of about <br />$5,000 and would be smaller than what the Super Bowl is thinking of doing. This is a 55 mile per <br />hour location and that drives the size of the sign. <br /> <br />Mr. Bidwell stated that the size they would prefer is 96 square feet. The Planning Commission has <br />asked about other locations but they are still 350 feet away. He felt they are "stuck" and stressed <br />the importance to them of getting a sign now. <br /> <br />Councilmember Peterson stated that until something could be agreed upon, he would not be <br />opposed to a temporary sign with the idea that within a year a more permanent business registry <br />sign would be located in the area. <br /> <br />Mr. Bidwell stated they are wide open to suggestions. <br /> <br />Councilmember Beyer stated she would like to see the City working with the Super Bowl on this <br />as she felt this is an exceptional circumstance. <br /> <br />Mr. Bidwell stated that they are becoming a family oriented bowling alley. <br /> <br />Mayor Hardin stated that Mr. Dubats has a sign on the front of his property now. He (Hardin) <br />would like to see more discussion with Mr. Dubats about facilitating everyone's needs. He <br />expressed a concern about seeing Highway #10 littered with all types of signs as there are other <br />businesses that may want to have a sign along Highway #10 also. <br /> <br />Mr. Bidwell stated they are very willing to do what is necessary and that they would consider <br />something temporary. <br /> <br />Councilmember Zimmerman stated he is not opposed to the Super Bowl putting a sign back there. <br />They need to keep business going and a sign would help. He had no problem with a directional <br />sign. <br /> <br />Councilmember Beahen stated she would like a time specific for addressing this issue with a more <br />permanent solution. <br /> <br />Councilmember Peterson suggested a six month or one year time frame. <br /> <br />City Council/September 24, 1996 <br /> Page 8 of 13 <br /> <br /> <br />
