Case//2: Business Appreciation Day.

The City has received replies from both local golf courses with regard to the Business
Appreciation Day. As the Commissioners may be aware, the quoted prices have increased over
the costs from 1995. This year, it appears that the EDC may have to consider raising the cost of
the event. Chairperson Wagner asked if it would be an option to split the event and have the
golfing at Northfork and the meal and program at JR's. This format seemed to work well with
JR's tournament.

Mr. Gromberg felt this may be an option as Mr. Gilbertson has indicated that the cost of a meal
could be kept in the $10 range.

Commissioner Kent suggested tentatively scheduling the event for August 20, 1996, at The Links
at Northfork, with the meal at JR's following the golf event.

Mr. Gromberg offered to contact both JR's and the golf course to determine if this is a viable
option.

Chairperson Wagner suggested reviewing the possibility of increasing the cost to $55 per person,
up from the $50 that it has been for the last four to five years. The additional funds would be
used to help defray costs and increase the door prizes given out at the event. The other
commission members agreed with this suggestion and decided to revisit the issue when the costs
of the event are finally determined.

Case #3: Highway #10 Service Road.

The EDC has been directed by the City Council to review the Highway #10 corridor and make
recommendations as to the future improvements, including service roads that should be
considered to alleviate the private accesses onto Highway #10. A map is available showing the
Highway # 10 corridor and indicating the area currently controlled by the City, the property lines,
buildings and the businesses occupying these buildings. Also included in the case materials is a
draft memorandum with suggestions as to the development of the service road.

The EDC proceeded to review the map of the Highway #10 corridor.

Commissioner Kent suggested the service road be terminated at the Feldspar intersection. This
would allow for the completion of one-half of the service road from Sunfish Lake Boulevard to
the Feldspar intersection; this would allow for the trailer park to have access, and reduce the
private accesses onto Highway #10.

Commissioner Roff inquired as to how the businesses along Highway #10 would react to the
proposed roadway.

Mr. Gromberg explained that with the section from McKay's to Pro Sporting Goods, there have
been some discussions concerning improvements along Highway #10. McKay's has expressed
some interest in the service road. The trailer park and the private residences have not been

Economic Development Commission/March 14, 1996
Page 3 of 4
